Sims 4 Why Cant I Build Roof On 2nd Floor

If i were to try to build one on the second floor it would place it on the first floor.

I had to divide my second floor up into little rooms then use the select tool then delete the non existent ceiling then it let me build an actual ceiling. The sims 4 offers really wide opportunities for enlarging existing rooms without demolishing them.
