Sims 4 Wont Let Me Put Flooring Down

2nd tried to go down the floor and nothing happend.

Sims 4 wont let me put flooring down.

I ll try to place a floor tile and it ll basically just ignore it s existence. Why wont it let me lay down indoor flooring indoors. I m making my sim an addition to his house. Bug can t put down the walls of my lot or move to the down floor.
